One satellite is missing in Russian space cargo and the reason is that there is a classified satellite in the cargo with normal communication satellites. It's a very easy thing to hide a secret payload with normal civilian satellites, or actually, the normal satellites might also have secret missions. A communication satellite can also work as the intelligence and reconnaissance role, and this would be the most effective intelligence satellite in the world. The thing is like making "a man in middle" attack by using satellite in that mission.

The idea is to route the communication transmitting through the satellite, what also delivers that data also for the intelligence service like FAPSI or NSA. The satellite might also be equipped with laser-microphones, and they can record the discussions in some rooms. The western intelligence agencies like NSA have similar satellites. Some electronic intelligence satellites are in the geostationary trajectory, where they can record the communication of the WLAN-networks, and those satellites tracked also Osama Bin Laden and delivered the vital information for the NSA.

But we know, that also the Russian military forces have large-scale programs for making ASAT (Anti Satellite) or "killer satellites". The traditional version satellites operate with kinetic energy, and they are driven towards other satellites. But this technology has been created in the 1960s and the modern versions of the military killer satellites use laser or other high energy weapons for terminating their targets. The primary targets for killer satellites are positioning systems like GPS and GLONASS.

The military communication and recon satellites are also in the high priority targets, and the idea of destroying those satellites is to deny the enemy troops positioning and delivering the launch codes and operative orders for enemy submarines and other troops. Those kinds of satellites are operating in the classified trajectories, where they are waiting for orders to begin the operations against enemy targets.
